Statement by the Ministry of Interior about COVID 19 Practices (08/04/2020)

  • As of 08 April 2020, at 16.00 in 45 provinces; quarantine measures are applied in a total of 156 settlements including 2 district centers, 6 towns, 92 villages, 47 neighbourhoods, and 9 rural areas. Quarantine application was terminated in 6 settlements in 5 provinces.

Statement by the Ministry of Health (08/04/2020)

  • In order to be able to report the conditions that are identified as coronavirus disease and qualify as occupational accidents the doctor who has made the diagnosis must mark the related part of the occupational accident notification on the electronic system named medulla and enter the necessary information.

The Istanbul Metropolitan Municipality Board of Science issued a suggestion about COVID 19 (07/04/2020)

  • Alternative treatment centers should be established; In addition to these centers, sports, and similar large-area halls should be used as isolation units to ensure isolation.
  • Suspected cases detected with thermal cameras should be examined and tested to ensure their isolation.
  • Control facilities for taking precautionary measures (including testing) should be activated at the facilities that have to work.
  • Additional measures should be taken to provide and distribute the materials and equipment needed in Pandemic hospitals.
  • Various projects should be produced in order to keep the morale and motivation of the people high and to strengthen the call to "stay at home".
  • The number of tests should be increased.
  • Preventive action plans for the protection of health workers should be put forward. (Personal Protective Equipment, Accommodation, etc. 
  • All lock-down measures should be applied to prevent the rate of epidemic spread.

The Turkish Personal Data Protection Authority has published a new announcement (07/04/2020)

  • The Turkish Personal Data Protection Authority stated that most of the software used for distance education services are provided through cloud service providers that use the data centers located abroad. Therefore, such processing activities that take place via the platforms which have data centers abroad shall be regarded as data transfers outside of Turkey as regulated in article 9 of the Data Protection Law No. 6698, and transfers that do not comply with the legal requirements would violate the Law No. 6698.
  • In this context “Personal Data Security Guide (Administrative and Technical Measures) prepared by the Personal Data Protection Board and the“ Adequate Measures to be Taken by Data Officers in the Processing of Sensitive Personal Data ”dated 31 January 2018 and numbered 2018/10 should be taken into consideration whether these platforms used for distance education service are taking necessary data security measures or not.

Statement by the Ministry of Treasury and Finance 07/04/2020)

  • Salary support will also be initiated for those who did not apply for a short-term working allowance and those who are furlough by their employer.

Statement by the Ministry of Family, Labour and Social Services (06/04/2020)

  • Homeless people will be identified in the provinces and will be placed primarily in the state institutions’ guesthouses located in the provinces. If those people cannot be placed in guesthouses, they may be placed with pensions, hotels, etc. accommodation in places or a place will be allocated to these people until the threat of epidemic disappears.
  • These people will be controlled by health institutions at periodic intervals before and during accommodation. Furthermore, they will be informed about the disease, transmission ways, and personal precautions that can be taken.
  • Cleaning, health, basic food, clothing, and other needs of the accommodation will be satisfied. The expenses incurred in this context will be covered by the Social Assistance and Solidarity Foundation.
  • Personal and accommodation information will be entered into the Social Assistance Services Information System database by the beneficiary of “Accommodation for the Homeless Project". 
  • Announcements of the Ministry of Health-related to the epidemic will be followed and fall into line with the instructions regarding the implementation. In case of doubtful situations, it will be reported to the health service units immediately.

The Energy Market Regulatory Authority (EMRA) Accepts COVID-19 Pandemic as a Force Majeure Event (06/04/2020)

  • On 2 April 2020, the Energy Market Regulatory Authority (” EMRA”) accepted COVID-19 epidemic as a force majeure event under article 35 of Electricity Market License Regulation and article 19 of Regulation on Unlicensed Electricity Generation in the Electricity Market. EMRA’s decision was published in the Official Gazette no. 31089 on 6 April 2020, and has become effective the same day.

The Turkish Republic Ministry of Interior issued a circular on April 3, 2020 instating a curfew for those born January 1, 2000 or later (i.e. those who are 20 years old or younger), starting at midnight on April 3, 2020. (05/04/2020)

  • According to the new circular issued on 05.04.2020 by the Turkish Republic Ministry of Interior, certain citizens born between 01.01.2000 and 01.01.2002 (i.e., 18 to 20 years of age) are exempt from the curfew:
  • Those who are public officers, contracted personnel or employees in public institutions and organizations;
  • Those who have a regular job in the private sector and document this with a social security registration document; and
  • Those who are seasonal agricultural workers.
  • These exemptions do not apply to those born after January 1, 2002 (i.e., younger the age of 18). Youn people exempted from the curfew must carry documents that prove their exemption and provide these documents to the authorities when asked.

  • The Minister of Interior decided to take necessary measures to prevent street animals from starving by way of cooperation with relevant public institutions and NGOs.

The following persons may obtain a travel document from the Travel Permit Boards:

  • Those who have been discharged from the hospital where they have been treated and who want to return to their original residence, who have a doctor's report and/or received a doctor appointment/control,
  • Those who travel to attend the funeral of their own or their spouses, first-degree relatives or siblings who passed away,
  • Maximum 4 people who will accompany the funeral transfer, except those whose cause of death is Kovit19,
  • Those who have come to the city in the last 5 days but who do not have a place to stay and who want to return to their settlements within 5 days, who have submitted the travel ticket, the license plate they came from, another document showing their travel, information,
  • Those who have completed their military service and want to return to their settlements,
  • Those who have an invitation letter for a private or public daily contract,
  • released from penal institutions,
  • Those who have been placed in the dormitories belonging to the Credit and Dormitories Institution for 14-day quarantine and surveillance period after coming from abroad
