Statement by Participation Banks Association of Turkey (24/03/2020)

  • It has been announced that;
  • installments, dividends and principal payments of the customers who use individual and corporate funds shall be postponed from 1 month to 12 months upon request,
  • customers whose cash flows are disrupted or forecasted to disrupt and who may experience payment problems will be configurated with appropriate maturity options,
  • An additional financing limit will be defined up to “3-month salary expense” for customers who receive their staff salaries through participation banks,
  • customers with financing limits in participation banks will be met urgently by the working capital and additional limit requirements for the Direct Debit System.

Statement by the Ministry of Family, Labour and Social Services (24/03/2020)

  • In the statement made by the Minister of Family, Labour and Social Services, it has been stated that with the adoption of the Draft Law No. 196 at the General Assembly of the Parliament, minimum wage support of 7 billion Turkish Lira would be given.

Announcement of the Personal Data Protection Authority (23/03/2020)

  • it is announced to the public respectfully that the Personal Data Protection Board will pay regard to the extraordinary conditions that we are in with respect to the consideration of the periods that data controllers are obliged to comply within this extraordinary conditions that our country is in, by taking into account that the different operational implementations (remote working, shift working, etc.) are used with respect to the measures taken by data controllers, for each complaint or data breach notification.

Measures taken by the Capital Markets Board(CMB) (23/03/2020)

  • Investment institutions and portfolio management companies are informed that it is possible to accept orders by communications to be established through the mobile applications (Whatsapp etc.) on the mobile phones of the staff who are expected to work remotely and/or through the personal e-mail addresses allocated to the staff until a second announcement by the Board' provided that a client approval is received in a manner that can be obtained, the establishment of a satisfactory registration mechanism that can be considered reasonable in the case of possible customer disputes related to taking orders, acceptance and transmission, and providing necessary information to the customers about the transactions to be performed and changes to be made for order transmission processes on the home page of the relevant institutions' websites. 
  • The requirement for customers to have a credit-equity ratio of 50% in cases when the equity protection ratio is minimum 35% and the collateral rate falls below this rate shall apply it to 35% is changed to 35% (instead of 50%) until a second announcement to be made by the Board and the Annunciation Serial: V, No: 65 on the Purchase, Short Sale, and Borrowing and Lending Transactions of Capital Market Instruments article 35 shall not be applied.
  • Notification of financial reports of portfolio management companies and brokerage firms for the 1.01.2019-31.12.2019 fiscal period and 1.01.2020-31.03.2020 quarterly interim period shall be made until the end of the month following the final notification periods specified in the capital market legislation.
  • Notification of financial reports of mutual funds (including real estate, venture capital, and stock exchange mutual funds) for the fiscal period 1.01.2019-31.12.2019 and annual reports of pension mutual funds for the fiscal period 1.01.2019-31.12.2019 shall be announced until 30.04.2020. 
  • Notification of the financial reports of 1.01.2020-31.03.2020 quarterly interim period of the companies whose capital market instruments are traded in a stock exchange and / or other organized market places shall be done by adding 30 days to the periods specified in the relevant legislation.
  • The Notification of financial reports of enterprises subject to capital market legislation not traded in a stock market and / or other organized market places for the period 1.01.2019-31.12.2019 and not yet notified under the relevant legislation and to make it until the end of the month following the final reporting period specified in the capital market legislation.
  • The notification of financial reports of companies with a special accounting year and whose capital market instruments are traded on a stock exchange and/or on other organized market places can be made by adding 30 days to the periods specified in the relevant legislation, which of the final reporting period are March or April and have not been publicly announced yet.
  • The periods in paragraphs 1 and 2 of Article 25 of the Investor Compensation Center Regulation titled “Announcement of Statute of limitations" are extended for a month.
  • to remind that the notifications and applications by the capital market institutions to our Board can be made via Registered Electronic Mail (REM).

Announcement by the Competition Board regarding exorbitant prices (23/03/2020)

  • It has been announced that the highest administrative penalty determined by the Competition Law will be imposed on individuals and institutions (producers, intermediaries, carriers, final sellers, etc.) engaged in anti-competitive actions in the food market, especially fresh fruits and vegetables.

  • It was announced that notary services will be provided in shifts.

Statement by the Revenue Administration (23.03.2020)

  • The deadlines to pay accrued taxes under withholding tax returns that should be filed at the end of 2/03/2020 are now extended until the end of the office hours on 24/04/2020.
  • The deadline to file “Form Ba-Bs” statements for the period February 2020that should be filed until the end of 31 /03/2020 is now extended until the end of office hours on 30/04/2020.
  • The deadline to create e-books that should be created and signed by the end of 31/03/2020 and to upload the “Electronic Book Certificates” that should be uploaded to the Revenue Administration’s Data Process System within that deadline is now extended until the end of office hours on 30/04/2020.

Statement by Security General Directorate Private Security Supervision Department (23/03/2020)

  • In the order letter shared with 81 provincial governorships;
  • It is stated that private security officers' measuring the body temperature of visitors will be considered a reasonable practice during this process of a virus outbreak and within the scope of coronavirus and that the private security officers may make applications with the thermal cameras and advanced thermometers to be trained in advance, especially during the period of measures taken by the Ministry of Health.

Measures by the Ministry of Industry and Technology regarding production facilities (22/03/2020)

  • FIRE MEASUREMENT RULE: All employees' fever should be measured at the entrance to the workplace without exception. Those with a fever above 37.8 degrees determined by the Scientific Committee should not enter the workplace environment.
  • FOLLOW-UP REGISTRATION RULE: Employees should use the places designated for them in the service, office, dining and working areas. In order to easily identify the people to be tested in case of any negativity, all employees should sit in their places and contact with the same people.
  • DECLARATION RULE: Employees stating that they have contacted people who have come from abroad or who have been diagnosed with Covid-19 in the last 14 days should be allowed to use a leave based on their written statements.
  • HYGIENE RULE: Hygiene products such as soap, disinfectant, and cologne should be available in all areas of the workplace.
  • 1.5 METER RULE: The distance between employees must be at least 1.5 meters.
  • RULES FOR PROVIDING BUSINESS CONTINUITY: The importance of the production of goods and services should be determined and activities should be grouped as critical and non-critical. Backup supply routes should be determined. Changes to the shift system or working hours should be determined.
  • INFORMATION RULES: All of the informative images and videos, especially those published by the Ministries of Health, Family Work and Social Services and Industry, and Technology, should be displayed in frequently used areas. Occupational health and safety training should be given to employees as “distance education”.

Announcement by the Ministry of Family, Labour and Social Services on Short Term Work Allowance (22/03/2020)

  • Applications will be made by sending the necessary documents to the employers who want to benefit from the short term-working application, via the e-mail addresses created specifically for İŞKUR Provincial Directorates and Service Centers.
  • Short term work payments will be made after the eligibility determination by the Guidance and Inspection Department.
